
35. Need for a 3-pillared advanced constitution
In the past, all the forms of governments had their own problems and has failed in various geographies.

Governments around the world are failing for various reasons. Decadence fuelled by corruption and lethargy is rampant. We as citizens of this world seem to have resigned to this stalemate as a new normal! Â
Around the world, we have seen aristocratic form of government and are aware of the various problems that can manifest and corrupt the functioning of the government.

We have seen theocratic form of governments.
We have seen socialistic form of governments.
We have seen communist form of governments.
We have seen democratic form of governments.

All these forms of governments had their own problems and has failed in the past in various geographies.

It is not just the human actors of the government, other things such as the structure of the government, foreign influences, hampered ineffective communication flows, lethargy, lack of impetus to take new risks, structural faults in the economy, ineffective/inefficient policies and enforcements, outdated legal frameworks etc., can also render any form of government – a failure.

This under the hood faults usually take the turn as faults of the incumbent government and thus even as vibrant democracies, the analysis is usually superficial, and a change of government/ruling-party is expected to be a panacea for all ailments of the government. This is not going to work.

What is missing - is the lessons learned from the past mistakes.

Hence, I proposed a 3-pillared social democratic form of government as a viable model. Why and what are these 3 pillars?
1st pillar corresponds to the democratic form of government empowering the general population.
2nd pillar corresponds to the aristocratic form of government which constantly engages to improve the quality of life of the general population and supports the higher and finer aspects of human endeavours such as arts, music, media, writing, or any creative intelligence endeavours as was seen in the past.
3rd pillar corresponds to the theocratic form of government rooting the general population in the right spiritual path and continuously reinforcing the faith and religious customs/traditions in vogue in the country. This aspect of spiritual inclination in the general population is superior to the higher and finer aspects of human endeavours, and it ranks high in the Maslow’s hierarchy as – self -actualization!

While the democratic pillar works by electoral process to fill the members, the aristocratic pillar gets its members by inheritance followed by voting (as there may be multiple past dynasties in a given geography) and the theocratic pillar gets its members through the guru-shishya parampara (or guru-disciple tradition), from the association of spiritual groups active inside a country.

Each pillar can have its councils and committees to be sourced from the various parts of the country to give a balanced representation in the government.

The democratic pillar can have ministries and specialized institutions besides having bodies to address the larger needs around security, economy, currency, foreign relations, finance, tax etc., (https://www.mayoan.com/economy/09.-administering-the-economy-in-novel-ways---part-1).
This pillar should collect metrics around the performance of various ministries and around the important growth aspects of functions such as economy, finance and budgeting, RoIs – and many more like that of a large organization. Then this data should be used to drive informed decisions at various levels of the government aiming for overall growth and welfare.

The aristocratic pillar can have the universities and other specialized educational institutions under its ambit. This pillar can also address the need for enforcing good governance, risk management, legal, regulatory affairs and compliance, law enforcement, internal auditing, sports and recreation and to ensure that the objectives of the incumbent government is focussed on the improvement of quality of life in the country. This pillar can also focus on the higher and finer aspects of human endeavours such as arts, music, media, writing, or any creative intelligence endeavours as was seen in the past.
This pillar should collect metrics around the quality of life of the general population and around the higher and finer aspects of human endeavours. Then this data should be used to drive informed decisions at various levels of the government aiming for overall growth and welfare.

The spiritual pillar can have the larger vision of ‘Vashudevakudumbakam’ and can strive to better the lives of all the souls in the country (https://www.mayoan.com/economy/01.-an-alternate-view-on-economics).
A large and diverse country may have multiple faiths and hence this pillar has to be formed carefully to ensure a fair representation. This pillar should also ensure that faith does not dwindle or fall into decadence. It has to look into the past and also be innovative to create and grow customs, rituals and traditions that are profound and helpful in spreading and reinforcing faith.
This pillar should collect metrics around the performance of various religious houses and around the charitable efforts, conduction of festivals, foot-falls and provide spiritual policies around critical aspects of life in the nation. Then this data should be used to drive informed decisions at various levels of the government aiming for overall growth and welfare. This pillar can also dwell into the crime-data of the nation to understand the mindset of the society in any particular period. The spiritual practitioners are expected to be stoic, intelligent and to be having a psychological bent of mind.

The interlocking mechanism of the 3-pillar can be anything such as –
Any 2 pillars can vote to change the governance of the 3rd pillar.
Any pillar can use its own data to order a campaign or referendum to effect a change.
In times of crisis such as a nation being at war, the representations from 3 pillars can take a collective decision.

Hence we should think seriously about creating a Governance framework along the lines of the 3-pillars under the ambit of UN for the countries in the world to adopt and customize.
